# Card Program Disclosures

> The agreements and disclosures that govern the Blinka Card, who issues the card, and which documents are presented during card onboarding.

The Blinka Card is a commercial spend card offered to businesses on the Blinka platform. This page indexes every agreement and disclosure that applies to the card program and identifies who is responsible for each one.

Blinka Tech Corp is not a bank and does not issue the card. The Blinka Card is issued by Third National under license from Visa. Your rights against the issuer are set out in the issuer's own agreements, which are linked below.

  The card agreements are governed by the law of **Puerto Rico**. This differs from the [Blinka Terms of Service](/legal/terms-of-service), which is governed by Delaware law. Where a dispute concerns the card, the card agreements control.

## Documents presented during card onboarding

The following are presented and must be accepted before a card is issued.

The Card Terms are the agreement between the Company, Blinka, and the Issuer. The Authorized User Terms are the agreement with each individual cardholder, and are incorporated by reference into the Card Terms.

## Fees

The fees applicable to the Blinka Card are disclosed in full in the Important Disclosures section of the [Card Terms](/legal/cards/card-terms). In summary:

| Foreign exchange fee (non-USD)             | up to 3%   |
| Cross-border fee                           | up to 1%   |

Where a fee is expressed as "up to" a stated percentage, that figure is a maximum and the amount actually charged may be lower.

## Collateral

The card account is secured. Collateral is provided through your linked wallet or additional wallets, and the Card Terms describe how market value is determined, what constitutes a liquidation event, and the fact that neither Blinka nor the Issuer takes custody of your collateral. ## Commercial use only

The Blinka Card is a commercial product. Certain consumer protections, including the Electronic Fund Transfer Act and Regulation E, and consumer-specific NACHA rules, do not apply to the card account or to your use of the Card Services. The card may not be used for personal, family, or household expenses.
